CHAPTER 32 <br /> AUDIT COMMITTEE <br /> 1. ESTABLISHED. There is hereby created and established an <br /> Audit Committee (hereinafter referred to as "Committee") for the <br /> City of Decatur, Illinois, which shall consist of three members: <br /> the Mayor (or his or her designee, which person need not be a <br /> member of Council) , the Supervisor of Budget and Technology, and <br /> one member of the City Council who shall be designated by the <br /> Mayor. <br /> 2 . APPOINTMENTS; TERMS. Appointments to the Committee <br /> shall be for a term of one year. In the event that a vacancy <br /> shall occur during the term of the member who is a City Council <br /> member, his or her successor shall be appointed for the unexpired <br /> portion of that term by the Mayor. In the event that a vacancy <br /> shall occur during the term of the member who is a City staff <br /> member, his or her successor shall be appointed for the unexpired <br /> portion of that term by the City Manager. Members of the <br /> Committee shall serve without compensation. The Committee shall <br /> choose its own officers as desired, make its own rules and <br /> regulations, meet as it deems necessary, and keep a journal of <br /> its proceedings. A majority of the members shall be a quorum for <br /> the transaction of business. <br /> 3 . QIIALIFICATIONS. Members of the Committee shall not be <br /> employed by any accounting firm and shall be deemed capable of <br />
