< <br /> North Taylor Avenue, with required utility easement shall be <br /> dedicated to the City of Decatur; and, <br /> (d) That prior to issuance of any building permits, complete <br /> construction drawings, including, but not limited to, watermains, <br /> fire hydrants, sanitary sewers, storm sewers, storm detention areas, <br /> off street parking, fencing, landscaping and screening be submitted <br /> to and approved by the Director of Public Works and Director of <br /> Community Development for the City of Decatur. <br /> Section 4.
