, , , <br /> Excerpts from City Plan Commission Minutes of June 2, 1994 <br /> Cal. No. 94-49 Petition of REVEREND DENNIS D. KOLLROSS to <br /> rezone the premises commonly known as 2170 <br /> North Edward Street from R-3 Single Family <br /> Residence District to O-1 Office District. <br /> Rev. Kollross was present and spoke for the petition stating that <br /> the facility was built in 1928 to be both a church and a <br /> parochial school. The new church was built in 1978 and the <br /> building at 2170 North Edward was used as a school until 1991 <br /> when the operation ceased. The building has been used for parish <br /> functions, neighborhood meetings and other community functions <br /> since that time. The classrooms are not used 95 percent of the <br /> time. <br /> Rev. Kollross stated that the Decatur Mental Health Center has <br /> approached the church regarding a program called Transitions and <br /> would use 5,000 square feet of the building to assist the <br /> chronically mentally ill to live independently. The area is zoned <br /> single family but requires an O-1 zoning for its current use. <br /> There were no objectors present. <br /> Mr. McQueen presented the recommendation of staff stating that <br /> there are other O-1 zones and uses nearby: to the north is <br /> Decatur Memorial Hospital and an O-1 use at the southwest corner <br /> of Harrison and Edward. The proposed use is compatible with the <br /> surrounding area and a good reuse of the existing structure. <br /> Staff recommends approval of the petition as presented. <br /> It was moved and seconded (Patterson/Berk) to forward Cal. No. <br /> 94-49 to City Council for approval. Motion carried with <br /> abstention by Commissioner Clevenger. <br />
