All property when annexed to the City of <br /> Decatur becomes R-1 zoning. <br /> In support of this request, petitioner hereby submits to the City Plar. <br /> Commission and City Council the following facts : <br /> 1 . The highest and best use of the property is single family zoning. R-3 <br /> zoning will allow the most dense single family development. <br /> 2. The residential zoning is consistant with the residential zoning to the <br /> West and North. <br /> 3. There is adequate sanitary sewer and watermain on Excelsior Road which <br /> can be extended to serve the site. <br /> 4. The topography will allow for many nice residential lots.
