 `
 •
November 5, 1993
PUBLIC WORKS MEMORANDUM
NO. 93 - 57
MEMORANDUM T0: Honorable Mayor and City Council
FROM: James C. Bacon, Jr. , City Manager c
William B. Sands, Director of Public Works
SUBJECT: Extension of M. L. King, Jr. Dr. Northerly
An item on the agenda for the meeting of November 15, 1993,
is a resolution approving a Change Order to the present contract
with Dunn Company and Phillip W. Cochran, Consulting Engineer, on
the Ash Avenue to Mound Road portion of the subject project, to
extend the facility approximately 1200 feet northerly to serve
the recently annexed Phillips property, as was agreed by Council
in the pre-annexation agreement dated April 20, 1992.
Constructing the project by Change Order is recommended for
the following reasons:
1. We are availing ourselves of the right to utilize the
unit prices included in the existing contract, which we
feel would be lower than those we would receive if the
project were to be let for bids.
2. It will allow us to meet the December 31, 1993,
deadline set forth in the agreement with Phillips. ,
3. The Change Order method will not require the detailed
plan and contract document preparation normally
required for letting. (We would use the existing plan
details and specifications) .
4. Due to the above, engineering costs would be
substantially less, which are estimated to be $22,500
(actual payroll costs plus a fixed fee of $4,500) . The
existing engineering contract is approximately 6.4,
with the proposed fee estimated at 5. 4, based on the
Change Order amount of $442, 813.50.
The proposed extension will be a three-lane pavement from
Shutter Lane to the future Boyd Avenue and two lanes northerly
thereof, approximately 200 feet north of Boyd. The proposed
extension is to be a concrete pavement, to match the existing
concrete pavement behind Wal-Mart (Ash to Shutter) . A plat
showing the improvement and other data is attached.
Staff recommends the approval of the resolution and will be
available to answer any questions you may have at the meeting.
