Excerpt from City Plan Commission Minutes of November 4 , 1993 <br /> Cal. No. 93-75 Petition of STEVE HORVE to rezone a tract <br /> of land commonly known as 930 West McKinley <br /> Avenue from R-1 Single Family Residence <br /> District to R-6 Multi-family Residence <br /> . District. <br /> Mr. Phillip Cochran, Consulting Engineer, was present and spoke <br /> for the petition representing Mr. Horve. Mr. Cochran stated that <br /> the subject tract is one acre located on the north side of <br /> McKinley, west of Twin Oaks, and the request is to rezone the <br /> property from R-1 to R-6. The Comprehensive Plan for the City of <br /> Decatur designates this area as high density residential and R-6 <br /> is consistent with the plan. The adjacent area to the north and <br /> east is an existing R-5 Residence Development Plan known as Twin <br /> Oaks. To the west is an O-1 zone which allows R-6. To the south <br /> and east is an R-6 development called Country Trails. <br /> Mr. Cochran stated that the density for the proposed development <br /> is consistent with the Comprehensive Plan and the development <br /> will be the best use of the property. <br /> Mr. Swartz expressed concern regarding the entrance located on <br /> McKinley and the nearby crest of a hill. Mr. Cochran stated that <br /> the sketch plan to be submitted will show the details regarding <br /> existing topography and sight distance. <br /> There were no objectors present. <br /> Mr. McQueen presented the recommendation of staff: <br /> The subject petition requests that premises commonly known as 930 <br /> West McKinley Avenue be rezoned from R-1 Single Family Residence <br /> District to R-6 Multiple District. Containing approximately one <br /> acre, the area in question is presently vacant. The proposal as <br /> submitted is to construct one apartment building on the premises. <br /> Adjoining land to the north and east is zoned R-5 Two Family and <br /> is developed under a Residence Development Plan as the Twin Oaks <br /> Apartment complex. Property to the immediate west is zoned O-1 <br /> Office District and is vacant while property to the south across <br /> McKinley Avenue is zoned R-1 Single Family and is vacant. The <br /> Comprehensive Land Use Plan identifies the subject tract and <br /> these adjoining areas as being desirable for high density <br /> residential d�velopment. <br /> Considering the existing land use and zoning patterns as noted, <br /> staff is of the opinion that the proposed zone would be <br /> consistent and compatible with the general area. Further, we <br /> note that the adjoining O-1 land could be developed with ' <br /> apartments without any further zoning action. <br />
