City Plan Commission Meeting of September 2 , 1993 <br /> Cal. No. 93-60 Petition of DAVID L. CONDON to rezone the <br /> premises commonly known as 242-360 East Grand <br /> Avenue from R-6 Multiple Dwelling District to <br /> O-1 Office District. <br /> Mr. Neal Bond was present and spoke for the petition representing <br /> Mr. Condon. Mr. Bond stated that this use could put life back <br /> into the building and improve it. <br /> Mr. Hunt questioned if the building is empty. Mr. Bond stated <br /> that it has been since 1991 and that the proposed zone would be <br /> beneficial in marketing the property. <br /> Mr. McQueen presented the recommendation of staff: <br /> The subject petition requests that premises commonly known as <br /> 242-360 East Grand Avenue be rezoned from R-6 Multiple Dwelling <br /> District to O-1 Office District. Containing approximately two <br /> acres, the area in question is occupied by a vacant structure <br /> which previously housed the Wabash Hospital, except for a single <br /> family dwelling located at 252 East Grand Avenue. <br /> Adjoining land to the west is zoned office and commercial, and <br /> property to the south across Grand Avenue is presently zoned <br /> office. Adjoining land use includes a gasoline service station, <br /> office uses, parking lots, the Concord Decatur Housing Authority <br /> apartment complex, and a church. <br /> Staff is of the opinion that the proposed zone and office use <br /> would be compatible with the general area as noted. The O-1 <br /> office classification for this tract should be beneficial in <br /> marketing the existing structure, which has remained vacant for <br /> an extended period of time. Alsa, the O-1 zone would still <br /> enable high density residential development if such were <br /> proposed. <br /> The proposed zone would result in a zone boundary line along <br /> Warren Street to separate residential and non-residential use. <br /> This zone boundary would, in staff's opinion be appropriate; we <br /> would not at this time suggest any further extension of <br /> nonresidential zoning eastward along Grand Avenue. <br /> In view of the data presented, staff recommends approval of the <br /> petition. <br /> It was moved and seconded (Gruenewald/Kaptain) and approved that <br /> Cal. No. 93-60 be forwarded to City Council with recommendation <br /> for approval. Motion carried unanimously. <br />
