_ . , z <br /> City Plan Commission Meeting of September 2 , 1993 <br /> Cale No. 93-57 Petition of ILLINOIS POWER COMPANY for a <br /> special use permit to allow an electric <br /> substation on premises commonly known as <br /> 2075, 2083 , and 2095 East North Street and <br /> 2133 Nelson Park Road. <br /> Mr. Thomas abstained from the discussion regarding the petition <br /> of Illinois Power Company. <br /> Mr. Rick Trelz from Illinois Power Company was present and spoke <br /> for the petition. <br /> Mr. Kaptain questioned the number of houses removed. Mr. Trelz <br /> stated that four houses were removed. <br /> Discussion focused on the placement of the fence and area needed <br /> to drive around the substation. Mr. Trelz stated that at least <br /> 25 feet is needed in order to drive around the structure. Mr. <br /> McQueen stated that a setback increase of ten feet from the west <br /> property line would be a positive site plan change. <br /> There were objectors present: <br /> Mr. Bill Cripe, 2065 East North, was present and spoke against <br /> the petition stating that he has three children and was wondering <br /> what affect the station would have. <br /> Another resident of East North Street stated that the property <br /> values in the area would drop and concern was expressed regarding <br /> resale value. <br /> Mr. Trelz from Illinois Power stated that the substation is <br /> enclosed with three strands of barbed wire at the top to prevent <br /> entry. There will be landscaping around the station. <br /> Mr. McQueen presented the recommendation of staff: <br /> The subject petition requests a special use permit to allow an <br /> electric substation on premises located in the 2000 block East <br /> North Street and 2100 block Nelson Park Road; these properties <br /> are presently zoned R-5 Two Family Residence District. <br /> Section XXI. (Special Use Regulations) of the Zoriing Ordinance <br /> provides for a special use permit to allow use of premises by a <br /> public service corporation for public utility purposes. A <br /> substation presently exists on two of the lots in question; the <br />� proposed as submitted is to increase the land area and construct <br /> a new substation. <br /> Inasmuch as there is an existing facility as noted, staff is of <br /> the opinion that the proposed construction would not change the <br />
