Franklin Street. <br /> Section 3 . That between the hours of 6: 00 a.m. Friday, <br /> August 6, 1993, and 6: 00 a.m. , Monday, August 9, 1993, no person, <br /> firm or corporation having a Class A, B or C local liquor license <br /> issued pursuant to the provisions of Chapter 52 of the City Code <br />� and Chapter 43 of the Illinois Revised Statues 1989, for premises <br /> having frontage on those streets, or portions thereof, listed in <br /> Section 2 hereof, or located in the B-4 Central Business <br /> District, as established by the Zoning Ordinance, shall sell <br /> alcoholic liquor at retail for consumption on or off said <br /> premises at any location on said premises except from within a <br /> permanent structure located thereon and in existence on the date <br /> hereof. <br /> Section 4. That no beer or wine may be consumed as provided <br /> herein unless such beer or wine is in a plastic or paper cup. <br /> Section 5.
