• � Page 7 <br /> Two years ago, residents of 600-700 West Prairie Avenue , organized <br /> as Prairie Block Club, for the purpose of improving the stability, <br /> safety and quality of living in this fragile neighborhood. <br /> One of the major thrusts of the neighborhood revitalization prior- <br /> ities mandated in 1980 ' s by the city was to empower neighborhoods to <br /> help themselves clean up, ensure safe and secure residential areas . <br /> Said Prairie Block Club, who advocate and fully support fair and equal <br /> ` , housing laws, determined a goal of neighborhood awareness, study of <br /> the prob.lems and research of who to call for advice or assistance . <br /> Neighbors after meeting or talking with City Council members and <br /> Mayor , Community Development Director and Assistant , City Legal <br /> Department , Neighborhood Standards, City Police Chief then determined <br /> . priority concerns for the neighborhood. <br />� I . Extreme concern about out of area landlor�s and properties <br /> needing attention. .how we could approach them <br /> II . Car repair shop activities in two locations which caused <br /> disturbances throughout evening and night . . <br /> III . Disturbances of loud and excessive noise from cars , motor- <br /> cycles and sound amplifiers by persons coming into private <br /> yards <br /> IV. Persons who parked 18 wheelers , semi trucks , commercial vans or <br /> pickups , or violated city ordinances of oversize vehicles or <br /> obstruction on Prairie Avenue . Many of those persons parked <br /> here , then walked as far as two blocks to their destination or <br /> residence <br /> V. Littering , violation of public property and destruction on and <br /> through private property by non-resident walkers, bicycle or <br /> motorcycle riders . . i . e . . crude & unreasonable activities on <br /> streets and yards <br /> VI . Noise disturbances/private nuisances of inconsiderate tenants <br /> and their guests who conducted after bar closing parties ( 2 : 00 <br /> AM - 4 : 30 AM) <br /> VII .Trespassing, theft and destruction of personal property by out- <br /> of-neighborhood persons <br /> . A 16 block private security patrol was planned and initiated in March, <br /> 1992 and running until December , 1992 by Prairie Block Club member . <br /> The above mentioned concerns have been addressed and 95o resolved as <br /> of Auaust 1 , 1992 . <br /> Many hours were contributed by neighborhood volunteers . . spending <br /> more time in yards , observina , documenting , reviewing specific <br /> ordinances / violations , and reporting to proper authorities . <br />
