Bacon, Jr. , City Manager <br /> David A. Clark, Director of Community Development <br /> John Couter, Corporation Counsel <br /> SUBJECT: Used Oil Storage and Transfer Facility <br /> Morgan Distributing, Inc. is requesting siting approval for a <br /> used oil storage and transfer facility at 3425 North 22nd Street. <br /> Used oil, turned in principally at Amoco service stations <br /> throughout the community, would be collected, brought to the 22nd <br /> Street facility, accumulated in an existing tank, then <br /> transferred to a truck to be recycled in a facility in Indiana. <br /> Section 39.2 of the Environmental Protection Act (I11. Revised <br /> Statutes, 1991) requires siting approval from the local <br /> municipality. Accordingly, a public hearing was conducted on <br /> February 5, 1993. A transcript is attached. <br /> Containing 3 .75 acres, the tract is presently zoned M-2 Heavy <br /> Industrial District; it is developed as a bulk storage facility <br /> of refined petroleum products primarily for distribution to off <br /> site customers. Adjoining properties to the north, south, and <br /> west are zoned M-1 Light Industrial and accordingly developed. <br /> Property to the east across Route 48 is zoned B-2 Commercial and <br /> M-2 Heavy Industrial. <br /> The Department of Community Development staff is of the opinion <br /> that the proposed operation to collect and recycle used oil would <br /> be consistent and compatible with the existing operation and the <br /> general area. The existing facility is presently designed to <br /> accommodate anticipated truck traffic, and petitioner's proposal <br /> as submitted addresses specific facilities and procedures to <br /> accommodate the additional storage and dispensing operations. <br /> Review of Federal Flood Insurance Maps would indicate that the <br /> subject site is not within the 100 year flood plain. Further, <br /> Macon County has adopted a Solid Waste Management Plan, and staff <br /> is of the opinion that the proposed operations would be in <br /> keeping with the goals and objectives of that plan. The proposal <br /> has been reviewed and determined acceptable by the Departments of <br /> Public Works and Safety Services. <br /> This site location was discussed by the City Council in Study <br /> Session on February 22 , 1993 . <br /> EXHIBIT "A" <br />
