, •
w CITY OF DECATUR
BUILDING INSPECTION SERVICES
TO: Bob McQueen, Plnner
FROM: Bill Turner, Building Inspections Supervisor
DATE: My 14, 1992
REF: Special Use Permit for Mid-America Sand and Gravel
I called Champaign to se what problems they experienced with
the plant in Champaign. I talked ta Garry Bawman, City of Cham-
paign and he was unaware of any problems or complaints. The
nearest residential area is aproximately 30 yds. form the plant
and he didn't remember receiving any . complaints concerning the
noise. He also made a passing comment about where it wrs located,
it wouldn't cause any problems.
I was transferred 3 times so I could find out if there was
any environmental problems. I was never able to get an answer.
The City of Champaign des not use the facility for the disposal
of their products.
I checkec with DEctur Fire Chief Warknat. He expreesed r,a
concerns abaut the location or the plant itself. The asphalt will
burn if enough heat is supplied but it is not a ma3or fire
hazard.
I still question the amounts of noise which is generated ly
the grinding process, the amount of particulate released and what
, if any, run off problems will occur which need to be addressed
with the site plan. The location is approximately 40Q-500 yds
from a mobile home park, two shopping centers, apartments and a
bowling alley.
There is already a plant at Dunn Company which does ap-
proximately the same. We have received numerous complaints about
rEleases at Dunn Company but I believe most af those were in
reference to the asphalt plant.
Building Inepections and Fire Service da -ot have objections
to the issuance of a special use permit for this plant at the
location, if the site plan can address the concern expressed.
1
