. _ , ORDINANCE N0. /� — C� �P ORDINANCE AMENDING CITY CODE - CHAPTER 52 - - ALCOHOLIC LIQUOR - BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1 . That Chapter 52 of the City Code of the City of Decatur, Illinois, be, and the same is hereby, amended by adding thereto a new paragraph titled Class J immediately following the paragraph titled Class I in Section 4 thereof, said new paragraph to provide as follows: "Class J, under which alcoholic liquor may be sold only in packages for consumption off the licensed premises, and under which the licensed premises may only be a retail establishment which derives more than 50$ of its gross income from the sale of goods other than alcoholic liquors and in which the licensee has invested, after January 1, 1991 , not less than $1, 000, 000 (which may include the capitalized value of the first ten years only of a leasehold interest) , and which establishment employs a minimum of 50 full-time employees, or the equivalent thereof, at the licensed premises" . Section 2 . That Chapter 52 of the City Code of the City of Decatur, Illinois, be, and the same is hereby, further amended at Section 4 thereof by amending the paragraph immediately following the new paragraph titled Class J set forth above, so that said paragraph as so amended shall provide as follows: " Class C, Class D, Class G, Class I and ' Class J licenses shall not be issued or reissued to replace a license of any other class established hereunder or transferred either to another licensee or for other premises. " Section 3 . That Chapter 52 of the City Code of the City of Decatur, Illinois, be, and the same is hereby, further amended at Sections 10 and 17 thereof, so that said Sections as so amended shall provide as follows: "10. NUMBER OF LICENSES. The issuance of a maximum number of Class A licenses combined with Class B licenses is limited to 94 . There shall be
