Redevelopment Project Area to determine whether private <br /> development would take place in the proposed Redevelopment <br /> Project Area as a whole without the adoption of the proposed <br /> Redevelopment Plan and Project; and <br /> WHEREAS, the City Council has reviewed the conditions <br /> pertaining to real property in the proposed Redevelopment <br /> Project Area to determine whether contiguous parcels of real <br /> property and improvements thereon in the proposed <br /> Redevelopment Project Area would be substantially benefited <br /> by the proposed project improvements. <br /> NOW, THEREFORE, BE IT ORDAINED, BY THE CITY COUNCIL OF <br /> THE CITY OF DECATUR, ILLINOIS: <br /> Section 1 . That the City Council of Decatur hereby <br /> makes the following findings : <br /> a. The area constituting the proposed <br /> Redevelopment Project Area of the City of Decatur, <br /> Illinois is described as set forth in the attached <br /> Exhibit 1 ; <br /> b. There exist conditions which cause the area <br /> proposed to be designated as a Redevelopment Project <br /> Area to be classified as both a blighted area and a <br /> conservation area under the Act. Those conditions are <br /> summarized as follows: <br /> I . Bliqhted improved area. Part of the <br /> Redevelopment Project Area contains principally <br /> residential structures which, in a substantial <br /> majority of instances, have well in excess of five <br /> blighting characteristics as defined in and <br /> required by the Act, which characteristics are <br /> detrimental to the public safety, health, morals <br /> and welfare of the City. The individual structure <br /> survey results are in the public record hereon. <br /> II . Conservation area. The aforementioned <br /> improved area contains structures more than 50$ of <br /> which exceed 35 years in age, as well as the <br /> aforementioned blighting characteristics, which <br /> characteristics are detrimental to the public <br /> safety, health, morals and welfare of the City. <br /> Thus , the improved area also qualifies as a <br /> conservation area. <br /> III . Blighted vacant area. Those parts of the <br /> Redevelopment Project Area which were unimproved <br /> during the base year also qualify as blighted <br />
