City Council Chambers, Decatur Civic Center ', ---------------------------------------------------------------- ' The October 3, 1991 meeting of the Decatur City Plan Commission ��I was called to order at 3:05 P.M. by Chairwoman Carla Brinkoetter I who determined a quorum was present. The meeting was held in the I : City Council Chambers of the Decatur Civic Center. I, Members Present: Carla Brinkoetter, Cathy Coulter, Jiin Gollings, I� Richard Kaptain, Jeff Hunt, William Clevenger Members Absent: John May, Richard Thomas, Paul Perkins, Dick I Fisher, Frits Pronk ' Staff Present: George Weaver, Robert McQueen, Wendy Morthland, Lori Nale It was moved and seconded (Kaptain/Coulter) and approved that the minutes of the September 5, 1991 meeting of the Decatur City Plan Commission be approved as presented with abstention by Ms. -�� Brinkoetter. Cal. No. 90-39 Petition of ROBERT G. KOWA, THE FIRST NA- TIONAL BANK OF DECATUR, as Trustee under Trusts No. 3380 and 3830, and the Soy Capital Bank and Trust Company to vacate the north- south alley in the block bound by West North Street, West William Street, North Church Street and North Main Street. Mr. Harold Tenney, Attorney representing Robert Kowa, was present and spoke .for the petition stating that he would like to hear a - report from staff regarding the 90 day closing of the alley. Mr. McQueen stated that no problems had been observed regarding the alley closing. It is staff's opinion that the alley should not be vacated but would move to permanently close the alley. Mr. Tenney stated that permanent closing of the alley is satisfactory to the petitioner. Mr. Kaptain questioned if there was any comment from the Fire Department. Mr. McQueen stated that the Fire Department does not object to the closing of the alley as they will be able to gain access in the event of a fire. There will not be a permanent steel barricade but posts and a chain. Ms. Brinkoetter questioned if the City would put up the posts and � chain and maintain them. Mr. McQueen stated that the City would __, discuss the details with the property owner. Mr. Tenney stated that he had no objections to closing the alley and would request that the petition to vacate the alley be tabled.
