The meeting was held in the I <br /> : City Council Chambers of the Decatur Civic Center. I, <br /> Members Present: Carla Brinkoetter, Cathy Coulter, Jiin Gollings, I� <br /> Richard Kaptain, Jeff Hunt, William Clevenger <br /> Members Absent: John May, Richard Thomas, Paul Perkins, Dick I <br /> Fisher, Frits Pronk ' <br /> Staff Present: George Weaver, Robert McQueen, Wendy Morthland, <br /> Lori Nale <br /> It was moved and seconded (Kaptain/Coulter) and approved that the <br /> minutes of the September 5, 1991 meeting of the Decatur City Plan <br /> Commission be approved as presented with abstention by Ms. <br /> -�� Brinkoetter. <br /> Cal. No. 90-39 Petition of ROBERT G. KOWA, THE FIRST NA- <br /> TIONAL BANK OF DECATUR, as Trustee under <br /> Trusts No. 3380 and 3830, and the Soy Capital <br /> Bank and Trust Company to vacate the north- <br /> south alley in the block bound by West North <br /> Street, West William Street, North Church <br /> Street and North Main Street. <br /> Mr. Harold Tenney, Attorney representing Robert Kowa, was present <br /> and spoke .for the petition stating that he would like to hear a - <br /> report from staff regarding the 90 day closing of the alley. Mr. <br /> McQueen stated that no problems had been observed regarding the <br /> alley closing. It is staff's opinion that the alley should not <br /> be vacated but would move to permanently close the alley. Mr. <br /> Tenney stated that permanent closing of the alley is satisfactory <br /> to the petitioner. <br /> Mr. Kaptain questioned if there was any comment from the Fire <br /> Department. Mr. McQueen stated that the Fire Department does not <br /> object to the closing of the alley as they will be able to gain <br /> access in the event of a fire. There will not be a permanent <br /> steel barricade but posts and a chain. <br /> Ms. Brinkoetter questioned if the City would put up the posts and <br /> � chain and maintain them. Mr. McQueen stated that the City would <br /> __, discuss the details with the property owner. Mr. Tenney stated <br /> that he had no objections to closing the alley and would request <br /> that the petition to vacate the alley be tabled. <br />
