In support of this request, Petitioner hereby submits to the <br /> City Plan Commission and City Council the following facts: <br /> 1 . The Staley Employees ' Credit Union has contracted to <br /> purchase the subject real estate, subject to obtaining a rezoning <br /> of the property so that it may be used in connection with credit <br /> union activities. <br /> 2 . The Staley Employees' Credit Union has had its offices at <br /> 440 North 22nd Street , Decatur, Illinois, for approximately 25 <br /> years . The Credit Union has grown , and plans to expand its <br /> driveways and parking lot, as it contemplates expanding its <br /> present facility on its current real estate at some time in the <br /> future. <br /> 3. The subject real estate is located north of the present <br /> Credit Union office building and parking lot . Property to the <br /> south of the subject property is currently used as a parking lot <br /> by the Credit Union and is zoned B-1 pursuant to a zoning change <br /> of approximately nineteen months ago. Property to the west of the <br /> subject property is zoned B-2 . Property to the north of the <br /> subject property across Eldorado Street is zoned M-2 and the <br /> property directly east of the subject property is zoned R-3 .
