BOND RULES AND REGULATIONS. The City Manaqer is hereby <br /> authorized to promulqate and enforce by administrative order <br /> rules and requlations for the administration of the provisions of <br /> Section 11 of this Chapter, which rules shall include provisions <br /> by which it may be determined when such bonds shall or shall not <br /> be required considerinq the cost, type and extent of improvements <br /> to be required, the cost, type and character of the development <br /> or improvements for which the permit, or permits, may be re- <br /> quested, and such other reasonable objective considerations as <br /> may be necessary or desirable to administer said provisions to <br /> carry out the intention and purpose of the same.
