. �~,.��, � �• . <br /> r <br /> , '� � � <br /> • � <br /> 'r ORDINANCE N0. � V '-' I j �� <br /> .1 ' , <br /> AN ORDINANCE APPROVING TAX INCREMENT REDEVELOPMENT <br /> PLAN AND PROJECT <br /> - BACHRACH PROJECT - <br /> WHEREAS, the City of Decatur, Illinois desires to implement <br /> tax increment financing, pursuant to the Tax Increment Allocation <br /> Redevelopment Act, Ill. Rev. Stat. , 1989 , Ch. 24 , paras. <br /> 11-74 . 4-1 et seq. (the "Act" ) , for the proposed Redevelopment <br /> Project Area within the municipal boundaries of the City of <br /> Decatur described in Exhibit "A" of this Ordinance, pursuant to <br /> the proposed Redevelopment Plan and Project attached as Exhibit <br /> "B" hereto, which area constitutes in the aggregate more than <br /> 1-1/2 acres; and, <br /> WHEREAS, pursuant to para. 11-75 . 4-5 of the Act, the City <br /> Council caused a public hearing to be held relative to the <br /> Redevelopment Plan and Project and the designation of the <br /> Redevelopment Project Area on November 19 , 1990 at the City <br /> Council' s Chambers located on the 3rd floor of the Civic Center, <br /> Decatur, Illinois; and, <br /> WHEREAS, due notice in respect to such hearing was given, <br /> pursuant to paras. 11-74 . 4-5 and 11-74 . 4-6 of the Act, said <br /> notice being given to taxing districts and the Illinois <br /> Department of Commerce and Community Affairs by certified mail on <br /> October 31 , 1990 , by publication on November 2 , 1990 and November <br /> 13, 1990 and by certified mail to taxpayers on October 31 , 1990; <br /> and, <br /> WHEREAS, pursuant to para. 11-75 . 4-5 of the Act, the City <br /> Council has caused a Joint Review Board to be convened in <br /> accordance with the requirements of the Act; and, <br /> WHEREAS, pursuant to para. 11-75 . 4-5 of the Act, due notice <br /> was given by certified mail, return receipt requested, on <br /> September 6 and October 4, 1990 to each taxing body reguired by <br /> the Act to be represented on the Joint Review Board; and, <br /> WHEREAS, the Joint Review Board met on October 3 and October <br /> 25 , 1990 and reviewed the public record, planning documents and <br /> proposed ordinances approving the Redevelopment Plan and Project <br /> and a majority of the Joint Review Board members found that the <br /> proposed Redevelopment Project Area satisfied the applicable <br /> statutory eligibility criteria and its report was submitted to <br /> the City of Decatur within thirty (30) days of the convening of <br /> the Joint Review Board; and, <br />
