Bacon, City Manager and <br /> Peter Bellmio, Safety Services Director <br /> DATE: August 30, 1990 <br /> SUBJECT: LEAFBURNING <br /> Attached is a proposed ordinance amending City of Decatur Code Chapters <br /> 44 and 48. Section 1 adds the existing citation procedure in Chapter 44 to <br /> also include Section 12 of Chapter 48. <br /> Section 2 incorporates into Chapter 48 the proposed partial ban on the <br /> burning of landscape waste and the conditions which will allow the burning of I <br /> landscape waste. � <br /> The Rock Spring Environment Center was chosen as the location to furnish <br /> information on measurable rainfall. The National Weather Service does not <br /> measure rainfall locally and the Conservation District is willing to provide <br /> that data to the city. <br /> Any references to thermal inversions were deleted since many factors are <br /> needed to create the conditions leading to a thermal inversion. The terminol- <br /> ogy is not understood by the general public and it would require expertise to <br /> determine if all factors were present. The condition, if it were to occur <br /> will be covered under 12 B. This section also allows discretion for other <br /> conditions that may arise. <br /> ajc <br />
