The survey map offers an averview of various aspects
of the Near West Side, i.ncluding the locatio of structures detesmined to be
architecturally significant. Clearly apparent froca the map is the high concen-
tration of significant structures in the district proposed. The district Iies,
wi.th a minor xception, rithin the boundaries of both the Federal and Decatur.
Histori.c Districts. These boundaries, the high concentration of significant
structures and other natural divisions such as thoroughfares and a railroad,
suggested the area logical].y to be covered by a Preservation District.
The drive to abtaia signatures of endorseaent fzo affected property owners
began at two public i.nfozatation meetings sponsored by NWRp,pg at two area churches.
The meetings were publicized in the NWRAPS newsletter distributed to approxi-
mately 1000 NWRAPS area households and businesses.
Courthouse records were consultes3 by NWRAPS to obtain proper addresses and
ownex' names- All structures were photographed by NWRAPS for reference. A teaa
or canvassers was organized fzbm owners in the praposed district to go door-to-
door. How+ever, since approxi.mately 46 % of district praperties ieSong to
absentee owaers, sae living out of the city, it was necessary for NWRAPS to
mail petitions to all out-of-town and many in-town omers. The mailing consisted
of: eaQlanatory ietter with phone number for questions; informational. brochure
with Cauniy. Development phone nuaber; capy of getition to be signed; and
stamped envelope for return. No letters or calis of protest were received in
response to the NWRAPS mailing.
Si.rce tr.e praposed district includes a variety of other types of ownership and
uses--institutions, social agencies, businesses, museums, ezc.--the NwRAFS
board of directors and advocate contacted the boards or officers of these
diverse owners and received signatures of support frcm authorized representati-es
of he following:
Millikin niersity Mil.likin Homestead
Macon Covnty Conservation District Gav. pqlesby M;ans;on
7ecatur Iaravent Association/
Decatur Housi.ng Authority
Macon County lental Fiealth Board Day Care Center
Archer Daniels Midland
Decatur Memorial Hospital .
Central Christian Church
First Bzptist Church ,
First Church of Christ, Scientist
Dr. Rcnald D.
