" Section 10. That said City Code be, and the same is hereby, further modified and amended at Section 2 of Chapter 34 thereof so that as amended and modified said Section 2 shall provide as follows: "TRAFFIC AND PARKING COMMISSION. There is hereby created a Traffic and Parking Commission consisting of nine members, of which five such members shall be citizen members to serve without compensation and the remaining members shall be representatives of the Department of Public Works, the Safety Services Department and the Department of Community Development, and shall be employees of the City of Decatur and said respective departments. The five citizen members shall serve for a term of three years and shall be appointed by the Mayor with the approval of the City Council. The other four members, being representatives of the � departments of the City aforesaid, shall be designated '', from said departments by the City Manager by appointment I, in writing communicated to said Commission, which appointment shall designate the respective departmental representative and an alternate for each such representative. Each citizen member of the Commission shall have one vote and each department represented, as the case may be, shall have one vote, cast either by the representative or his alternate, in conducting the business of said Commission. " Section 11. That said Code be, and the same is hereby, further modified and amended at Sections 4, 6, 7, 9, 11, 13, 14, 15, 16, 19, 20 and 23 of Chapter 64 and Section 7 of Chapter 65 thereof by substituting the phrase "Public Works Department" for the phrase "Water Department" wherever the latter phrase appears therein. Section 12. That said Code be, and the same is hereby, further modified and amended at Chapter 52 thereof by deleting Section 34 (A) (4) of said Chapter 52 . Section 13. That the City Clerk be, and she is hereby, authorized and directed to cause the provisions hereof to be appropriately set out in said City Code and to cause the same to be published in pamphlet form.
