. x � • <br /> � <br /> ORDINANCE N[JMBER 89-97 <br /> AN ORDINANCE providing for the issuance of <br /> $4,900,000 Corporate Purpose Bonds, Series 1989. <br /> of the City of Decatur, lKacon County, Illinois, <br /> and providing for the levy and collection of a <br /> direct annual tag for the payment of the principal <br /> of and interest on said bonds. <br /> WSEREAS the City of Decatur, Macon County. Illinois <br /> (the "City" ) , has a population in excess of 25,000 as determined <br /> by the last official census and, accordingly, pursuant to the <br /> provisions of the 1970 Constitution of the State of Illinois and <br /> particularly Article VII, Section 6(a) thereof, the City is a <br /> home rule unit and as such may exercise any power or perform any <br /> function pertaining to its government and affairs, including, but <br /> not limited to, the power to tax and to incur debt; and <br /> WSEREAS pursuant to the provisions of said Section 6 of <br /> Article VII of the 1970 Constitution, the City has the power to <br /> incur debt payable from ad valorem tax receipts maturing within <br /> 40 years from the time it is incurred and without prior referen- <br /> dum approval; and <br /> WHEREAS on the 25th day of February, 1982, the Council <br /> of said City did adopt Ordinance No. 82-22 (the "Enabling Ordi- <br /> nance") , setting forth the procedures to be followed in the <br /> incurring of indebtedness for corporate purposes and the issuance <br /> of bonds of said City payable from ad valorem tax receipts with- <br /> out prior referendum approval, and all in accordance with the <br /> pertinent provisions of said Article VII of the 1970 Constitution <br /> of Illinois, such Ordinance being entitled: <br />
