Couter, Corporation Counsel <br /> RE: Waiver of Land Use Restriction for Norman' s Cleaners <br /> In December of 1988 the City Council approved the waiver of <br /> a certain land use restriction contained in the original deed to <br /> the predecessor in title of Illinois Power Company for the <br /> premises located at 370 South Main Street. The restriction was <br /> related to the Greenwood Urban Renewal Program in 1964 and was no <br /> longer necessary to preserve the land use pattern in that <br /> neighborhood. <br /> Norman Laundry & Dry Cleaning Company, Inc. located at 145 <br /> East Decatur Street has a similar restriction in its deed from <br /> the City. In the course of obtaining financing for an <br /> improvement at that location, the Millikin Bank noticed the <br /> restriction and temporarily � held up the loan for said <br /> construction. Subsequent to that Norman' s has requested that the <br /> restriction be waived. I recommend that said restriction be <br /> waived as the situation is similar to that faced by Illinois � <br /> Power. <br /> With your permission an ordinance waiving the restriction on <br /> Norman' s premises will be placed on the Coun�il agenda for <br /> Monday, August 7, 1989. <br /> JWC:pm <br /> Attachment <br />
