Friday, <br /> August 4, 1989 , and 6: 00 A.M. , Monday, August 7 , 1989 , no person, <br /> firm or corporation having a Class A, B or C local liquor license <br /> issued pursuant to the provisions of Chapter 49 of the City Code <br /> and Chapter 43 of the Illinois Revised Statutes 1987 , for <br /> premises having frontage on those streets, or portions thereof, <br /> listed in Section 2 hereof, or located in the B-4 Central <br /> Business District, as established by the Zoning Ordinance, shall <br /> sell alcoholic liquor at retail for consumption on or off said <br /> premises at any location on said premises except from within a <br /> permanent structure located thereon and in existence on the date <br /> hereof. <br /> Section 4 . That no beer or wine may be consumed as provided <br /> herein unless such beer or wine is in a plastic or paper cup. <br /> Section 5 .
