. 4
Decatur City Plan Commission - April 6 , 1989 - Page Nine
would connect to the eisting sanitary system which would provide
adequate service and had been approved bq the Engineering Depart-
ment.
Regarding the eanironment, Mr. Cochran agreed that the area is
, attractive but stated that if the Citq is to graw this area would
lend itself well for nice single family dwellings . He noted that
some trees would be taken down but not all. Mr. Cochran stated
that both he and Mr. Horve would be available to the objectors
regarding their concerns and requested the Commission to proceed
on this petition as time was of the essence in order to be
finished bq winter.
Mr. Goatley questioned the easement for drainage swales . Mr.
Cochran stated that drainage areas would be placed in the low
grade areas so that when the houses are built drainage will be
provided for. He noted this would not complicate the situation
on Robinson Avenue.
Ms . Eggers stated that drainage would flow iato the forest area '
adjacent to her property and that area already floods exces-
sively. She stated her concern that the 13 houses would coner
more area than two condominium units and that with more people in
the houses there would be more sewage.
Ms. Stoll expressed her resentmeat of the need for City growth in
order to build on virgin land as there were other areas for sale.
Ms . Martin presented the report of the Plat Committee stating
that the committee had reviewed the petition and recommended ap-
proval of the petition as presented.
Mr. McQueen presented the recommendation of staff :
The subject petition requests amendmeat to an R-2 Residence
Development Plan for the Springhill Addition, which is generallp
located north of Country Club Road along Greenway Lane . This
plan was first approved in April , 1967 , and subsequently amended
on four occasions . Covering a total of approximately eighteen
acres , it presently calls for development of both single familp
and multifamily dwellings . The single family area generally lies
west of Greenwaq Lane adjacent to Lake Decatur while the area
designated for multifamily is located east of Greenwaq Lane.
The proposed amendment calls for develo ment of said a
P rea desig-
nated as multifamily into thirteen single family lots instead .
Vehicular access to tea of these lots would be provided via a new
public street constructed north of Countrq Club Road; the remain-
ing three lots would have access from a private drive estended
from the cul-de-sac of said new street. There would be no new
street connection to existing Greenway Lane.
