B�� n, Jr. , City Manager <br /> � <br /> RE: Ordinance Amending City Code Chapter 7 <br /> Non-promotional classified positions are presently filled by <br /> selecting the person receiving the top score in tests adminis- <br /> tered by the Civil Service Commission. No discretion is allowed. <br /> 2 have recently had the opportunity to review this practice <br /> and believe it shouid be amended as provided in the attached or- <br /> dinance. The attached ordinance still requires perspective non- <br /> promotional classified employees to successfully pass tests ad- <br /> ministered by the Civil Service Commission. However it allows <br /> the appointing authorities (department directors) to make ap- <br /> pointment from the eligibility list rather than be restricted to <br /> selecting only the highest score. <br /> Adoption of the ordinance is recommended. <br /> Attachment <br /> cc: Daniel R.
