shall have such duties and responsibilities as are assigned to - <br /> each by the City Manager, including but not limited to the - <br /> following: <br /> (a) To keep all records for the Department; <br /> (b) To provide communication capability for the Department; <br /> (c) To enforce animal control ordinances and statutes; <br /> (d) To enforce parking ordinances; <br /> (e) To encourage the prevention of crime and fire; <br /> (f) To investigate arsons; and, <br /> (g) To perform such other functions and duties as may be <br /> assigned from time to time by the City Manager. <br /> 9. PEACE OFFICERS. When it is so authorized and ordered by <br /> the City Manager in case of emergency or disaster or other need - <br /> determined by said Manager, members of the Fire Service, or any <br /> other Division hereof, shall have the duty to assist the Police <br /> Service in such manner as they may be directed so to do. In the <br /> performance of said duty the members of said Divisions shall have <br /> the usual power and authority of Peace Officers, and during said <br /> time they are hereby designated such and shall enforce the <br /> provisions of law and ordinance thereas by arrest or otherwise. <br /> 10 . AUXILIARIES. Under the direction and control of the <br /> City Manager, auxiliary police, in number from time to time <br /> authorized by the Council, may be appointed by the Police Chief, <br /> and such appointees may be removed by said Chief at will. <br /> 11 . APPOINTMENT. Before any such auxiliary policeman is <br /> so appointed an investigation of the character and reputation of <br /> the candidate for appointment of such depth and scope as shall be <br />
