As a first time homeowner, in the City of Decatur, we are very discouraged by the City's staff in allowing our neighbor to do as he pleases. We have tried so hard to change the� overall look by improvements and he continues to down grade, with the City staff 's help. They are not enforcing the zoning ordinances, by making him remove the mistakes he has made. Mr. Ducy� on the other hand, is not even listed, at the Recorder's Office, as the homeowner of 1055 E.
