EXCERPT <br /> CITY COUNCIL MINUTES <br /> MONDAY, OCTOBER 3 , 1988 , <br /> On Monday, October 3, 1988 , the City Council of <br /> the City of Decatur, Illinois, met in Regular Meeting <br /> at 7 :30 P. M. in the City Council Conference Room, One <br /> Civic Center Plaza, Decatur, Illinois. Mayor Gary K. <br /> Anderson presided; together with him being Councilmen <br /> Erik C. Brechnitz , Charles Harris , Jr . , Terry M. <br /> Howley, Stephen F. John, Shirley M. Moore and William <br /> F. Oliver. All seven members were present. Mayor An- <br /> derson declared a quorum present. <br /> * * * * <br /> This being the time set for a public hearing <br /> relative to the issuance and delivery of City of <br /> Decatur, Macon County, Illinois Revenue Bonds , Series <br /> 1988 in the aggregate principal amount not to exceed <br /> $7 ,000,000 for the benefit of Millikin University, an <br /> Illinois not for profit corporation, located in <br /> Decatur, Illinois, Mayor Anderson declared the hearing <br /> open. Mr. Kenneth Brown, Vice-President for Busir.ess <br /> Affairs, stated that he was available to answer ques- <br /> tions. When no one indicated they wished to be heard, <br /> Mayor Anderson declared the hearing closed. <br /> * * * * <br />
