. � <br /> � PETITION FOR ZONING ORDINANCE AMENDMENT <br /> TO: Mayor Gary Anderson <br /> City Council <br /> City Plan Commission <br /> The undersigned, David A. Clark, Director of Community <br /> Development, hereby requests amendment to Section XX.C. 4 of the <br /> Zoning Ordinance (Ord. #3512) so that as amended said Section <br /> would read as follows: <br /> "Al1 off-street parking facilities , including driveways <br /> and aisleways in and leading thereto and all driveways <br /> and aisleways leading to overhead or other doors of any <br /> building which provide vehicular access to such <br /> building, but not including such parking f acilities and <br /> driveways serving a single-family dwelling, and also <br /> not including equipment storage areas in industrial <br /> districts , shall be surfaced with a minimum of two <br /> inches of Class I asphalt over a six inch aggregate <br /> base, or an equivalent surface approved by the <br /> Department of Public Works . All off-street parking <br /> facilities shall be graded and drained to dispose of <br /> all surface water as approved by the Department of <br /> Public Works upon review of plans and specifications <br /> submitted in accordance with the Building Code. " <br /> Existing provisions of the Zoning Ordinance under Section XX <br /> require that all facilities used for off-street parking shall be <br /> constructed with a dust free, all-weather surface . These <br /> regulations have been administratively interpreted to require a <br /> parking lot surface consisting of a minimum of two inches Class <br /> I asphalt �ver a six inch aggregate base. <br /> The subject section as amended would specify these minimum <br /> regulations for surfacing of parking lots and further set forth <br /> language relative to review of construction plans for these lots . <br /> Staff is of the opinion that the proposed amendment is necessary <br /> to clarify existing language as noted, and also to establish by <br /> ordinance a review procedure for proposed parking lots which are <br /> not in conjunction with a specif ic building project. <br /> Resp ctf ully submitted, <br /> � G�-t„-� � <br /> Da id A.
