That the Company shall provide a system with a <br /> minimum 28-channel capability, and shall have said system in <br /> operation twenty-four hours a day. Nothing in this section is <br /> intended to prevent the Company from rebuilding the system and/or <br /> expanding channel capacity when it determines that signal quality, <br /> technical need, and/or market demand warrants such improvement. The <br /> Company shall provide a well balanced and comprehensive mix of <br /> services, including but not limited to family, sports, educational <br /> and general entertainment programming. <br /> Section 12 . The Company shall provide time as needed on its <br /> system to air: <br /> (a) Live City Council and School Board meetings. <br /> (b) Other videotaped public, educational, and government <br /> programming produced in the Decatur area. <br /> Upon request, that the Company shall without charge furnish <br /> and maintain one standard basic service connection or drop to each <br /> and every public and parochial school building within the City, to <br /> each building within which classes are held at Millikin University, <br /> to any junior college established in the City, to the City Civic <br /> Center and the Public Library. In addition, the City may require <br /> the Company to provide additional drops or connections to other City <br /> buildings, so long as these buildings are passed by active cable <br /> plant. The Company and the City shall negotiate in good faith on <br /> -7- <br />
