 " - .
COUNCIL MEMORANDUM
#88-83
July 12, 1988
TO: The Honorable Mayor and City Council Members
FROM: Leslie T. Allen, City Manager
RE: Appropriation Ordinance - FY1988/89
An ordinance appropriating funds for FY1988/89 has been
placed on the agenda for Monday, July 18.
Prior to consideration of this ordinance, a public hearing
on the ordinance has been scheduled. Public notice of the hear-
ing was given ten days prior to the hearing.
All funds to be expended in FY1988/89 have been included ex-
cept those funds that are appropriated by other ordinances (e.g. ,
special assessments, motor fuel tax, debt service, bond proceeds,
etc. ) .
Ron Lappi has highlighted revisions from the budget that
have been included in the ordinance in the attached Finance
Memorandum.
Two items that were recommended by the Housing and Neigh-
borhood Task Force were included in the appropriation of CDBG
funds as follows:
(1) $2,000 - Tool Bank Project; and,
(2) $21,743 - Receivership Revolving Loan Fund.
I had originally recommended that the $21,743 for the latter
program be financed with CDBG funds. In Council review session
relative to Staff responses to the Task Force' s recommendations,
Council indicated that it wished to hold these funds and to con-
sider other uses for them.
It was legally impossible to hold these funds for other uses
since these funds had to be appropriated. HUD would not allow
any funds to be held in a contingency account pending Council ac-
tion. If we could have held the funds, we would have to go
through the reallocation process requiring public notice, public ,
hearing, etc. ,
None of the funds appropriated in the General Fund or CDBG
Fund to finance recommendations of the Task Force will be
released for expenditures until Council directs Staff to proceed.
