PETITION FOR SPECIAL USE PERMIT T0: THE MAYOR AND CITY COUNCIL MEMBERS OF THE CITY PLAN COMMISSION The undersigned , William B. Sands, Director of Public Warks, hereby petitions the City Council and the City Plan Commission for a Special Use Permit under the provisions of Section XXI (A) ( 1 ) ( i ) of the Zoning� Ordinance; more specifically, the undersigned requests that a permit according to said Section of the Zoning Ordinance be issued to allow the City of Decatur to construct a sediment disposal basin for the deposit of sedament to be dredged from Lake Decatur , said basin to be located on, and said special use permit to apply to , the following described property: SEE EXHIHIT A ATTACHED HERETO AND HEREHY MADE A PART HEREOF The purpose of the disposal basin to be constructed on the above-described premises is to permit the City to dispose of, in the .most economical and efficient way, sediment to be dredged from . Lake Decatur in the City ' s Pilot Dredging Study. This study will help to determine whether or not dredging is a feasible method of improving the quality of water in the Lake and also enlarging the Lake ' s storage capacity. The anly practical means of storing the sediment dredged from the Lake is to deposit it on an adjacent property, and the City ' s engineering consultants have determined that the above-described premises are well-suited for such purpose. Pursuant to the consultant ' s recommendations, the City has acquired title to the property and now seeks to have it properly zoned. Illinois Environmental Protection Agency approval has been given. The requested Special Use Permit will have no adverse effect on surrounding properties , and will enable the City to begin the process of improving Lake Decatur . Respectfully Submitted , William B.
