PETITION FOR SPECIAL USE PERMIT <br /> T0: THE MAYOR AND CITY COUNCIL <br /> MEMBERS OF THE CITY PLAN COMMISSION <br /> The undersigned , William B. Sands, Director of Public Warks, <br /> hereby petitions the City Council and the City Plan Commission <br /> for a Special Use Permit under the provisions of Section XXI (A) <br /> ( 1 ) ( i ) of the Zoning� Ordinance; more specifically, the <br /> undersigned requests that a permit according to said Section of <br /> the Zoning Ordinance be issued to allow the City of Decatur to <br /> construct a sediment disposal basin for the deposit of sedament <br /> to be dredged from Lake Decatur , said basin to be located on, and <br /> said special use permit to apply to , the following described <br /> property: <br /> SEE EXHIHIT A ATTACHED HERETO AND HEREHY <br /> MADE A PART HEREOF <br /> The purpose of the disposal basin to be constructed on the <br /> above-described premises is to permit the City to dispose of, in <br /> the .most economical and efficient way, sediment to be dredged <br /> from . Lake Decatur in the City ' s Pilot Dredging Study. This study <br /> will help to determine whether or not dredging is a feasible <br /> method of improving the quality of water in the Lake and also <br /> enlarging the Lake ' s storage capacity. The anly practical means <br /> of storing the sediment dredged from the Lake is to deposit it on <br /> an adjacent property, and the City ' s engineering consultants have <br /> determined that the above-described premises are well-suited for <br /> such purpose. Pursuant to the consultant ' s recommendations, the <br /> City has acquired title to the property and now seeks to have it <br /> properly zoned. Illinois Environmental Protection Agency <br /> approval has been given. <br /> The requested Special Use Permit will have no adverse effect <br /> on surrounding properties , and will enable the City to begin the <br /> process of improving Lake Decatur . <br /> Respectfully Submitted , <br /> William B.
