[Form of Bond - Reverse Side] City of Decatur, Macon County, Illinois Corporate Purpose Bond, Series 1987 This bond is one of a series of bonds ( the "Bonds" ) in the aggregate principal amount of $2,000,000 issued by the City for the purpose of paying the costs of the Project, and of paying expenses incidental thereto, all as described and defined in the ordinance authorizing the Bonds ( the "Ordinance" ) , pursuant to and in all respects in compliance with the applicable provisions of Section 6 of Article VII of the Illinois Constitution of 1970, an enabling ordinance duly adopted by the Council on the 25th day of February, 1982 and with the Ordinance, which has been duly adopted by the Council, and published, in all respects as by law required. Any Bond may be transferred or exchanged, but only in the manner, subject to the limitations, and upon payment of the charges as set forth in the Ordinance. Upon surrender for trans- fer or exchange of any Bond at the office of the Bond Registrar in the City of Decatur, Illinois, duly endorsed by or accompanied by a written instrument or instruments of transfer or exchange in form satisfactory to the Bond Registrar and duly executed by the Registered Owner or an attorney for such owner duly authorized in writing, the City shall execute and the Bond Registrar shall authenticate, date and deliver in the name of the transferee or transferees or, in the case of an exchange, the Registered Owner, a new fully registered Bond or Bonds of like tenor , of the same -15-
