for additional periods may be authorized by the Director of <br /> Public Works , upon reasonable request ; and provided, further, <br /> that in the event such permit is , or such permits are, issued <br /> without such bond being so furnished, and without regard to the <br /> progress , stage or extent of performance of work or completion <br /> thereunder, such permit or permits may be revoked and all work <br /> thereunder stopped until such bond is so furnished, approved and <br /> filed; and provided, further, that no such bond shall be required <br /> hereunder for improvements the furnishing, installation or <br /> construction of which are a part of the condition of a bond <br /> furnished pursuant to the requirements of the provision of an <br /> ordinance other than this Code, or the permit or permits are for <br /> the construction of a single or two family dwelling being built <br /> separately and not as a part of the development of a group of <br /> such dwellings . <br /> Section 12 . The City Manager is hereby authorized to <br /> promulgate and enforce by administrative order rules and <br /> regulations for the administration of the provisions of Section <br /> 11 of this ordinance, which rules shall include provisions by <br /> which it may be determined when such bonds shall or shall not be <br /> required considering the cost , type and extent of improvements to <br /> be required, the cost , type and character of the development or <br /> improvements for which the permit , or permits , may be requested, <br /> and such other reasonable objective considerations as may be <br /> necessary or desirable to administer said provisions to carry out <br /> the intention and purpose of the same. Any person affected by <br /> the application and enforcement of such rules may request review <br /> by the Council by, within ten days from the date of any decision <br /> thereunder, filing such request in writing with the City Clerk <br /> specifying the decision sought to be reviewed. <br /> Section 13 . Billboards , sign boards and electrical signs <br /> shall be subject to provisions of the Zoning Ordinance of the <br /> City. The owner or person in control of a display sign suspended <br /> over a street or extending into a street more than fifteen ( 15 ) <br /> inches beyond the building line, shall execute a corporate surety <br /> bond in the sum of Thirty Thousand Dollars ( $30 , 000 ) to be <br /> approved by the City, indemnifying the City of Decatur, Illinois , <br /> against all loss , cost , damage or expense to person or property <br /> incurred or sustained by or recovered against the municipality by <br /> reason of the construction or maintenance of such display sign. <br /> In lieu thereof, such person may file with the City a public <br /> liability insurance policy with the City as the named insured, <br /> indemnifying the City against loss or damage to person or <br /> property in the minimum amount of Five Hundred Thousand Dollars <br /> ( $500 , 000 ) for personal injury and One Hundred Thousand Dollars <br /> ( $100 , 000 ) for property damage with a provision the same may not <br /> be cancelled except after ten ( 10 ) days prior notice to the City. <br />
