That durinq the tera of this permit all parts of said premises va�aerein aperations are condncted, inclnding all areas fram v�ich excavation is being done or has been done, be wholly enclosed by a suitable fence not less than 6 feet in height so erected and - maiatained as to exclude persons, particularly children, from said areas during times when operatians are not 6eing conducted thereon. i. That operator maintain the North-South access easement road between the access entrance to his premises and the pnblic high- u�q known as South Side Drive to such reasonable standard of surface condition as shall from time to time be directed by the Director of the Departmeat of Pnblic Works and with such participation by other users of said road as may, in the determination of said Director, be reasanable. j. That said premises be developed and said operations be conducted in compliance and accordance with said site development plan, operations report and reclamation plan. k. That operator other�rise comply with all applicable pro- visions of ordinance of the City of Decatur, Illinois, and any rules, regulations, specifications or standazds promulgated thereunder. Section 5. That the failure to meet or comply �vith auy one or more of the canditions or limitations set out in this ozdinance shall tivithout further notice or proceedings operate as a termination of this special permit and said aperator shall promptly upoa giving of notice by the City through the Citq Manager cease any and all operations here- under and shall farfeit said bond and shall vacate aIl extractive oper- ations equipment frc� said pr¢mise�.
