That they are the owners of record of all the territory <br /> herein described. <br /> 2. That no electors reside on any of the territory herein <br /> described. <br /> 3. That the territory herein described is not within the <br /> corporate limits of any municipality. <br /> 4. That the territQry herein described is contiguous to <br /> the City of Decatur, a municipal corporation. <br /> S.
