�� <br /> R���1�,D <br /> M\C <br /> � � -i � 3 <br /> AN ORDINANCE AUTHORIZING THE ISSUANCE OF ECONOMIC <br /> DEVELOPMENT REVENUE BONDS (BRETTWOOD VILLAGE ASSOCIATES <br /> PROJECT) SERIES A IN THE AGGREGATE PRINCIPAL AMOUNT OF <br /> $3,150,000 AND ECONOMIC DEVELOPMENT REVENUE BONDS (BRETTWOOD <br /> VILLAGE ASSOCIATES PROJECT) SERIES B IN THE AGGREGATE <br /> PRINCIPAL AMOUNT OF $150 ,000; AUTHORIZING THE EXECUTION AND <br /> DELIVERY OF AN INDENTURE OF TRUST BETWEEN THE CITY OF <br /> DECATUR, ILLINOIS AND CHICAGO TTTLE AND TRUST COMPANY, AS <br /> TRUSTEE, AND AN AMENDMENT TO A LOAN AGREEMENT BETWEEN THE <br /> CITY OF DECATUR, ILLINOIS AND BRETTWOOD VILLAGE ASSOCIATES, <br /> AN ILLINOIS LIMITED PARTNERSHIP, RELATING TO THE ISSUANCE OF <br /> SAID BONDS AND THE APPLICATION OF THE PROCEEDS THEREOF TO <br /> REFINANCE TF3E LOAN MADE PURSUANT TO SAID LOAN AGREEMENT; <br /> AUTHORIZING THE EXECUTION AND DELIVERY OF A BOND PURCHASE <br /> AGREEMENT PROVIDING FOR THE SALE OF SAID BONDS TO JOHN <br /> NWEEN & C0. INCORPORATED AND RELATED MATTERS. <br /> WHEREAS, the City of Decatur , Macon County, Illinois ( the <br /> "City" ) , has a population in excess of 25,000 as determined by <br /> the last official census, and accordingly pursuant to the <br /> provisions of the 1970 Constitution of the State of Illinois, and <br /> particularly Article VII, Section 6(a) thereof, the City is a <br /> home rule unit, and as such may exercise any power or perform any <br /> function pertaining to its government and affairs; and <br /> WHEREAS, pursuant to said home rule powers, Ordinance No. <br /> 5768 was adopted by the City Council and approved by the Mayor on <br /> February 5, 1973 and Ordinance No. 7056 amending said Ordinance <br /> No. 5768 was adopted by the City Council and approved by the <br /> Mayor on December 22, 1975 and Ordinance No. 79-70 further <br /> amending Ordinance No. 5768 was adopted by the City Council and <br /> approved by the Mayor on May 21 , 1979 (Ordinance No. 5768 as <br /> amended by Ordinance No. 7056 and Ordinance No. 79-70 being <br /> herein referred to as the "Enabling Ordinance" ) ; and <br />
