D lQ ` � - <br /> ORDINANCE AMENDING ZONING ORDINANCE <br /> ADULT ENTERTAINMENT USES <br /> WHEREAS, after due notice , the Decatur Plan Commission held <br /> a public hearing on the 7th day of August , 1986 , upon the <br /> petition of the Director of Community Development to amend the <br /> text of the Zoning Ordinance with regard to adult entertainment <br /> uses ; and, <br /> WHEREAS, said Commission did recommend that the prayer of <br /> said petition be granted and the Zoning Ordinance so amended. <br /> NOW, THEREFORE , BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: • <br /> Section l . That the recommendation of the Decatur City Plan <br /> Commission be , and the same is hereby, received , placed on file <br /> and approved . <br /> Section 2 . That Section II of the Zoning Ordinance , the <br /> same being Ordinance No . 3512 adopted on the 8th day of February, <br /> 1960 , be, and the same is hereby, amended by adding the following <br /> paragraphs thereto said paragraphs to provide as follows : <br /> 78 . SEXUAL CONDUCT: Fondling or other touching of human <br /> genitals , pubic regions , buttocks or female breasts ; <br /> ultimate sex acts , normal or perverted , actual or <br /> simulated, including intercourse , oral or anal <br /> copulation; masturbation; and excretory functions as <br /> part of or in connection with any of the foregoing <br /> activities . <br /> 79 . SPECIFIED ANATOMICAL AREAS: Less than completely and <br /> opaquely covered human genitals , pubic regions , <br /> buttocks or female breasts below a point immediately <br /> above the top of the areola ; or , human male genitals in <br /> a discernibly turgid state even if completely and <br /> opaquely covered . <br /> 80 . ADULT ENTERTAINMENT USE : Sex-related or oriented <br /> establishments providing adult services , products or <br /> entertainment including but not limited to adult <br /> entertainment activity, adult entertainment cabaret , <br /> model studios , sexual encounter centers , adult picture <br /> arcades or adult motion picture theaters , and similar <br /> establishments . <br />
