PART E. DEVELOPHEDIT' GOALS AND OBJECTIVES ' '
s
Describe how the proposed boundary change meets specific objectives of the
local enterprise zone program and plan.
TYie primary purpose of the City' s Enterprise Zone was to
create the incentives which would strongly encourage job creation
through supporting expanding business and industrial activities
taking place in the zone . The St . Mary' s Hospital complex is an
integral part of the expanding health services delivery system
for not only the City of Decatur and Macoiz County residents , but
also for an area of several counties in size in Central Illinois .
This new medical office and ambulatory surgery center facility is
expected to create 50 new full-time jobs within a two year period
after completion in August of 1987 . Further, the American
Medical Buildings Corpany, the development firm retained by the
hospital, has specifically stated that the project needs the
enterprise zone property tax benefit to allow the new building to
compete with other medical office facilities on an equal basis .
The encouragement of inedical services deiivery helps to
further diversify the employment base of Decatur which has been
heavily dependant on a few large manufacturing industriese The
diversification of the economy is also a major objective of the
City Enterprise Zone Program.
It should be noted that the original Enterprise Zone
boundary encompassed the entire property of the only other
hospital in the City, Deatur Memorial Hospital, which already
enjoys the potential benefits of being within the zone .
81-5
