Brown, Lake Patrol Supervisor <br /> Subject: Ordinance Amending Chapter 66 of City Code <br /> The ordinance change proposed at this time was primarily to <br /> shift responsibility for administration of docks and piers from <br /> the Water Department Director to the Chief of Police or his <br /> designate (Lake Patrol Supervisor) . <br /> While reviewing what changes we felt had to be made at this <br /> time, two areas of immediate concern were identified. They were: <br /> 1) the identification of individual dock owners, and 2) identify- <br /> ing those who have paid and those who have not paid. In order to <br /> identify those docks on which the fee has been paid, I felt that <br /> it was necessary to have the docks marked and that this was a <br /> high priority item in establishing a workable and manageable <br /> system. The Legal Department pointed out that we could mandate <br /> the display of a decal which indicates payment of the fee and <br /> this provision was added to the ordinance . <br /> We are well aware that the entire dock provisions , not to <br /> mention the entire Chapter 66 , are out of date. There are many <br /> unenfarceable provisions in the chapter. We did not want to <br /> address the areas of the chapter that we feel probably need to be <br /> changed until we have administered them for at least a year. In <br /> the long run we feel that this is a more realistic approach <br /> rather than to wholesale change the ordinance to something that <br /> might not be workable . <br /> One of the changes that was already under consideration is <br /> the 6" painted number requirement. This has not been enforced <br /> ever on any dock and we have more or less accepted the display of <br /> the number just somewhere on the dock. I would propose a <br /> requirement of a 3" number displayed on the lake side and land <br /> side in such areas where the dock is adjacent to public property <br /> or public roadways. In those areas adjacent to private property, <br /> we would only require a number on the lake side. <br /> The numbering system and the display of the numbers are both <br /> important to identification of the dock. The number which is as- <br /> signed identifies: 1) which basin the dock is in, 2) which side <br /> of the lake , and 3) approximately where along the shoreline the <br />
