Sands , City Clerk <br /> Subject : Boat License Transier Fee <br /> While establishing procedures for computerizing the <br /> issuance of boat licenses , it was determined that the pro- <br /> vision for a transfer fee is cumbersome and unnecessary. <br /> The ordinance provides for a fee of $2 . 00 to transfer <br /> a license from one boat to another boat by the same owner. <br /> Brad Brown, Lake Patrol Supervisor, concurs that we are <br /> licensing boats and not owners and that the owner should <br /> not be allowed to transfer a license to another boat for <br /> only a $2 . 00 fee. <br /> In many cases the owners have not been paying the <br /> transfer fee when changing from one licensed boat to another <br /> licensed boat; only when placing a previously unlicensed <br /> boat on the lake. We recommend the elimination of this <br /> transfer fee for the sale of a licensed boat from one owner <br /> to another, which is consistent with our philosphy that we <br /> are licensing and controlling boats , not owners . With no <br /> provision for transfer, the owners will be required to pay <br /> a one time fu11 license fee for each boat. This change <br /> would permit more consistent enforcement and easier record <br /> keeping; plus provide a gain in revenue. <br /> If you agree with this proposed change, �e will need <br /> to present an ordinance to the Council to amend Chapter 66 , <br /> Section 17 . 7 of the City Code. I 've attached a possible <br /> form of ordinance for the Legal Department ' s consideration. <br />
