_ character and reputation and shall furnish the name and identity <br /> of each prospective employee for approval by City, which said <br /> approval shall not be given except after znvestigation and <br /> report, including fingerprinting, of said prospective employees <br /> by the City. The provisions of Exhibit A are incorporated by <br /> reference herein. <br /> 13 . City shall reimburse Operator, upon receipt of properly <br /> validated and substantiated vouchers and payrolls , for all wages <br /> actually paid, uniforms , clerical supplies, insurance premiums <br /> � and other direct ordinary operating expenses of the facility. <br /> i <br /> However, no reimbursement shall be made for any wage expense <br /> increase above current wage expense either by an increase in the <br /> number of employees or an increase in the rate of pay thereof, <br /> and no reimbursement shall be made for any unusual expense or <br /> expense occasioned by substantial change in the manner of <br /> facility operation, unless such increase, or such unusual <br /> expense , or such change in operation is approved in writing by <br /> the City Manager before the same is made or incurred. <br /> 14 . For each month of the term hereof that Operator operates <br /> the same, City shall pay Operator a management fee of Two <br /> Hundred Seventeen Dollars ( $217 . 00 ) , which fee shall be paid <br /> during the next month succeeding the month of operation. <br /> 15 . Operator shall: <br /> ( a) Furnish prompt , safe, efficient and courteous <br /> service adequate to meet all demands for its service at said <br /> facility. <br /> ( b) Furnish said service on a fair, equal and non- <br /> discriminatory basis to all users thereof. <br /> 5 <br />
