Al1en, City Manager RE: Ordinance Amending Franchise Ordinance For Illinois Bell Telephone Company An ordinance amending Ordinance No. 3641 regarding the Illinois Bell Telephone Franchise and relating to compensa- tion payable to the City by Illinois Bell has been placed on the agenda for Monday, November 19 . This item has been previously reviewed by Council in a Study Session. Because of the break up of AT&T, the method used for compensating the City for the telephone franchise and rights to use public right of way, etc. , had to be revised. Illinois Bell previously allowed the City free local service in an amount based on a calculation of the number of stations ( telephones ) located in the City. The City had to pay for private line service and long distance service. Since Illinios Bell no longer owns the telephone equip- ment, a new method for calculating compensation had to be devised. The revised method is based on the number of access lines (currently 44 , 251) located in the City times an amount ( $0 . 256 per access line for 1984 ) . This payment is made monthly. For 1984 , I estimate the City of Decatur will receive $135 , 939 which will cover all our telephone expenses . Rate for access lines will increase to $0 .288 in 1985 and $0 . 320 in 1986 . The rate for subsequent years is nego- tiable upon proper notice. The number of access lines will be figured monthly. If you recall, the Illinois Municipal League represented the cities in the long negotiations with Illinois Bell. I recommend your approval of this ordinance.
