Al1en, City Manager <br /> RE: Ordinance Amending Franchise Ordinance For Illinois <br /> Bell Telephone Company <br /> An ordinance amending Ordinance No. 3641 regarding the <br /> Illinois Bell Telephone Franchise and relating to compensa- <br /> tion payable to the City by Illinois Bell has been placed <br /> on the agenda for Monday, November 19 . <br /> This item has been previously reviewed by Council in <br /> a Study Session. <br /> Because of the break up of AT&T, the method used for <br /> compensating the City for the telephone franchise and rights <br /> to use public right of way, etc. , had to be revised. <br /> Illinois Bell previously allowed the City free local <br /> service in an amount based on a calculation of the number <br /> of stations ( telephones ) located in the City. The City had <br /> to pay for private line service and long distance service. <br /> Since Illinios Bell no longer owns the telephone equip- <br /> ment, a new method for calculating compensation had to be <br /> devised. The revised method is based on the number of <br /> access lines (currently 44 , 251) located in the City times <br /> an amount ( $0 . 256 per access line for 1984 ) . This payment <br /> is made monthly. <br /> For 1984 , I estimate the City of Decatur will receive <br /> $135 , 939 which will cover all our telephone expenses . <br /> Rate for access lines will increase to $0 .288 in 1985 <br /> and $0 . 320 in 1986 . The rate for subsequent years is nego- <br /> tiable upon proper notice. The number of access lines will <br /> be figured monthly. <br /> If you recall, the Illinois Municipal League represented <br /> the cities in the long negotiations with Illinois Bell. <br /> I recommend your approval of this ordinance. <br /> Attachment <br /> cc: Ron Lappi <br /> Frank Lambrick <br /> Jeff Broughton <br />
