Vehicle : Every device in, upon, or by which any person ' <br /> or property is or may be transported or drawn upon a ', <br /> highway, including bicycles, except equipment used �� <br /> exclusively upon stationary rails or tracks. '� <br /> Traffic and Parkin Commiss ' III <br /> g ion <br /> 2 . There is hereby created a Traffic and Parking <br /> Commission consisting of nine members of which five such <br /> members shall be citizen members to serve without <br /> compensation and the remaining members shall be <br /> representatives of the Engineering Division, the Fire <br /> Department , the Police Department , and the Department of <br /> Community Development and shall be employees of the City of <br /> Decatur and said respective departments. The five citizen ' <br /> members shall serve for a term of three years. The initial <br /> appointment of such members shall be one for a term of one I <br /> year; two for a term of two years ; and two for a term of <br /> three years, and shall be appointed by the Mayor with the <br /> approval of the City Council. The other four members being <br /> representatives of the departments of the city aforesaid and <br /> shall be designated from said departments by the City <br /> Manager by his appointment in writing communicated to said <br />, Commission and designating the respective departmental <br /> representatives and an alternate for each such <br /> representative. Each citizen member of the Commission shall <br />' have one vote and each department shall have one vote, cast <br /> either by the representative or his alternate, in conducting <br /> the business of said Commission. <br />
