WHEREAS , on the 5th day of January, 1984 , upon due notice , the Decatur City Plan Commission held a public hearing upon the petition of Contemporary Properties , Inc . for a special use permit under the provisions of Section XXI A of the Zoning Ordinance to operate and construct residential care facilities , including a new 150 bed facility, on premises commonly known as 2530 North Monroe Street and 2601 North Union Street , and described as : Lots One (1) and Four (4) of Cremeens Manor Addition, as per Plat recorded in Book 1575 at Page 215 of the records in the Recorder ' s Office of Macon County, Illinois ; and , WHEREAS, the Decatur City Plan Commission recommended that such special use permit be granted . NOW, THEREFORE , BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DECATUR, ILLINOIS : Section 1 . That the report and recommendation of the Decatur City Plan Commission be , and the same is hereby, received, placed on file and approved . Section 2 . That upon the conditions hereinafter set out , a special use permit be , and it is hereby, granted to petitioner , Contemporary Properties , Inc . , to operate those existing residential care facilities and construct a new 150 bed residential care facility on the above-described premises as described in said petition and as shown on the plot plan thereof attached hereto , marked Exhibit "A" and hereby made a part hereof . Section 3 . That said permit granted hereby be , and the same is hereby, expressly conditioned as follows : (A) That the proposed new facility be operated as a residential care facility with not more than 150 beds , and a central food preparation center to serve facilities on this site
