.
(1) Read the unaudited statement of revenues and expenses for the nine months
ended June 30, 1982 included in the O$'icial Statement;
(2) Read the unaudited balance sheet as of June 30, 1983 and unaudited state-
ment of revenues and expenses, changes in fund balances and changes in financial posi-
tion—unrestricted funds for the nine months then ended included in the Of$cial State-
ment; and
(3) Made inquiries of certain ocials of the Corporation who have responsibility
for financial and accounting matters as to whether the unaudited financial statements,
and schedules referred to under subparagraphs a(1) and a(2) above are in conform-
ity with generally accepted accounting principles applied on a basis substantially consist-
ent with that of the audited financial statements included in the Ocial Statement.
b. With respect to the period from July 1, 1983 to August 31, 1983, we have:
(1) Read tlie incomplete unaudited financial statement (incomplete in that rele-
vant footnotes and a statement of changes in financial position—unrestricted funds were
not available) of the Corporation for July and August of both 1982 and 1983 furnished
us by the Corporation, ocials of the Corporation having advised us that no such finan-
cial statements as of any date or for any period subsequent to August 31, 1983 were
available; and
(2) Made inquiries of certain ocials of the Corporation who have responsibility
for financial and accounting matters as to whether the incomplete unaudited financial
• statements referred to under subparagraph b(1) above are stated on a basis substantially
consistent with that of the audited financial statements included in the Official Statement.
The foregoing procedures do not constitute an examination made in accordance with generally ac-
' cepted auditing standards. Also, they would not necessarily reveal matters of significance with respect
to the comments in the following paragraph. Accordingly, we make no representations as to the su-
ciency of the foregoing procedures for your purposes.
4. Nothing came to our attention as a result of the foregoing procedures, however, that
caused us to believe that:
a. the unaudited financial statements, described in subparagraphs 3a(1) and 3a(2)
above, included in the Official Statement, are not in conformity with generally accepted
accounting principles applied on a basis substantially consistent with that of the audited
financial statements included in the Official Statement; or
b. at August 31, 1983, there was any change in the long-term debt of the Corporation,
other than as occasioned by repayments of such indebtedness, or any decrease in the aggre-
gate of the fund balances of the several funds, as compared with the respective amounts
shown in the audited balance sheet as of September 30, 1982, included in the Ocial State-
ment; or for the period from October 1, 1982 to August 31, 1983, there were any decreases,
as compared with the corresponding period in the preceding year, in the excess of revenues
over expenses, except in all instances for changes or decreases that the Ocial Statement
discloses have occurred or may occur.
5. As mentioned under subparagraph 3b, Corporation officials have advised us that no state-
' ments as of any date or for any period subsequent to August 31, 1983 are available; accord-
ingly, the procedures carried out by us with respect to changes in financial statement items after
August 31, 1983 have, of necessity, been even more limited than those with respect to the pe-
riods referred to in paragraph 3. e have made inquiries of certain o$'icials of the Corporation
` who have responsibility for financial and accounting matters as to whether (i) through October
3, 1983, there was any change in the ]ong-term debt of the Corporation, other than as occasioned
by repayments of such indebtedness, or any decrease in the aggregate of the fund balances or
the several funds, as compared with the respective amounts shown in the audited balance sheet
II-2
