The purpose of this Official Statement, including the cover � age and the Appendices hereto, is to set forth information in connection with the offering of 17�SbD,00� $ , principal amount of Hospital Facility Refunding Revenue Bonds, Series 1983 (Decatur � Memorial Hospital) (the "Series 1983 Bonds") of the City of Decatur (the "City"), a municipality in ( Macon County of the State of Illinois. The City. The City is a home rule unit under the provisions of the 1970 Constitution of Illinois and, as a home rule unit, may, as authorized by the provisions of Section 8(a) of Article VII of the 1970 Constitution of Illinois ". . . exercise any power and perform any function pertaining to its gov- ernment and affairs . . .". Pursuant to its powers as a home rule unit and an enabling ordinance adopted by the Council of the City on April 4, 19TT, the City may authorize the issuance of bonds to assist hospitals open to the public in building, maintaining and improving such facilities for the benefit of its residents. Decatur Memorial Hospital. Decatur Memorial Hospital (the "Hospital" or the "Corporation") is an Illinois not for profit corporation which owns and operates a licensed acute caze general hos- pital located in Decatur, Illinois. The Hospital is authorized to operate 429 acute care beds, of which � 393 were in service as of June 30, 1983. The primary service area of the Hospital is defined as Macon County, Illinois, which has a population of 131,375 (1980 U.S. Census). See "The Hospital" and `�'he Service Area" for a more detailed description of the Hospital, its facilities, services and operations. Purpose of the Series 1983 Bonds. Concurrently with the issuance of the Series 1983 Bonds, the I Corporation and the City will enter into a Loan Agreement, dated as of October 1, 1983 (the "Loan � Agreement") under which the proceeds to be received by the City from the sale of the Series 1983 Bonds will be loaned to the Corporation. Such proceeds will be used, together with certain funds = held under the Series 1977 Indenture and the Series 1981 Indenture, to: (i) advance refund the City's - outstanding Hospital Facility Revenue Bonds, Series 1977 (Decatur Memorial Hospital Project) dated June 1, 1977 (the "Series 1977 Bonds"), (ii) advance refund the City's outstapding Hospital Facility Revenue Bonds, Series 1981 (Decatur Memorial Hospital Project) dated June 1, 1981 (the "Series 1981 Bonds"), (iii) establish with the Bond Trustee certain reserve funds to be held under the Bond �'9abje�.'cT�t�n�ge• 3
