WHEREAS, it is deemed necessary and for the best interests <br /> of the inhabitants of said City, and in order to promote and protect <br /> the public health, safety and welfare of the inhabitants and citizens <br /> of said City, that it borrow money for the purpose of paying the cost, <br /> of renovating and reconstructing a crossing consisting of the over- <br /> head structure of Garfield Avenue over the tracks of the Illinois <br /> Central Gulf Central Gulf Railroad and the Penn Central Corporation <br /> and paying engineering and other costs and purchasing vouchers <br /> from the contractor in connection with the construction of a system <br /> of sanitary sewers known as Forest Crest-Applewood special assess- <br /> ment sanitary sewer district, all in accordance with preliminary <br /> plans and estimates on file and approved by the Council and are <br /> available in the office of the City Clerk for public inspection <br /> and which show and identify the proposed work; and <br /> WHEREAS, and in order to raise $2,550,000 to pay such <br /> costs, as above referred to, it is necessary and for the best <br /> interests of the City that said sum be borrowed at this time, <br /> 'and in evidence of such indebtedness, full faith and credit <br /> bonds in the principal sum of $2,550,000 be issued and that <br /> such indebtedness be incurred without submitting the question of <br /> such incurrence to the electors of the City for their approval; <br /> and <br /> WHEREAS, there are no funds presently on hand and <br /> available to pay such costs as above referred to; and <br /> WHEREAS, such Pro�ects and the borrowing of the sum of <br /> $2 ,550 ,000 for the purpose of paying the cost thereof is necessary <br /> -2- <br />
