of, and for the letting of the contract of said improvement, and for the <br /> payment of the work and materials, all, each and every proceeding shall <br /> accord with and be governed by an act of the General Assembly of Illinois, <br /> entitled, "Local Improvements" , being Chapter 24 , Illinois Revised Statutes, <br /> Article 9, and all acts amendatory thereof. <br /> SECTION 15: That management of said improvement shall be under <br /> the general supervision of the Board of Local Improvements of the City of <br /> Decatur, Illinois. <br /> SECTION 16 : That special counsel and the corporation counsel of <br /> the City of Decatur, be and they are hereby authorized and directed to file <br /> a Petition in the Circuit Court of Macon County, Illinois, in the name of <br /> the City of Decatur, Illinois, praying that steps may be taken to ascertain <br /> the compensation to be made for private property to be taken or damaged <br /> for such improvement, and for the purposes specified in this . Ordinance, and <br /> to ascertain what property will be benefited by such improvement, and the <br /> amount of such benefits to be levied for such improvement in accordance <br /> with the provisions of this Ordinance and in the manner prescribed by law. <br /> SECTION 17 : That for the purpose of anticipating the collection <br /> of the second and succeeding installments of said special assessment for <br /> said improvement, the said City of Decatur, Illinois, shall issue vouchers <br /> and/or bonds payable out of said installments, bearing interest at the rate <br /> of /��per annum, payable when collected, and signed by the Diayor and City <br /> Clerk of said City, under the corporate seal of the said City of Decatur, <br /> Illinois; said vouchers and/or bonds to be issued in accordance with and i <br /> conforming in all respects to the provisions of Article 9 of the Act above ' <br /> referred to. �I <br /> SECTION 18 : That the costs of the improvement, including <br /> engineering costs for planning, construction, supervision, court costs, <br /> attorenys fees and the cost of spreading the assessment upon the property <br />
